Single Family Housing Reconstruction

Reconstruction is the demolition and re-building of a housing unit on the same lot in substantially the same footprint and manner of the original home.

Program Details

Program funding for reconstruction of a home is determined by comparing the percent of rehabilitation costs to the home’s pre-storm value. Homes with an estimated rehabilitation cost equal to or greater than 80% of the home’s pre-storm value are automatically provided a reconstruction award. Additionally, homes that were condemned, demolished, or unsafe to enter at the time of inspection are automatically provided a reconstruction award. Homeowners whose homes have an estimated rehabilitation cost between 50-79% of their pre-storm value have the option of choosing between rehabilitating or reconstructing their home.

Homeowners with reconstruction awards will be required to complete a Household Composition Verification form prior to receiving their award. If the total number of household members has changed since the application was submitted, the program will reverify the homeowner’s household income.

Based on the updated household composition, the program will identify the floor plan(s) the homeowner is eligible for and notify them. If the homeowner is eligible for multiple floor plans, they may choose a plan from their identified options.

Reconstruction Estimates

Reconstruction estimates are based on the total area of eligible rooms of the home under a common roof, including attached garages but excluding breezeways, unattached structures, carports, and porches. The total eligible reconstruction square footage is then multiplied by a $127-per-square-foot cost factor to establish a maximum replacement allowance for the home plus a separate cost for elevation. Elevation awards are provided to applicants who are required to elevate or who elect to receive optional elevation funding at the time of award notification.
