Assistance for Local Governments

Now Accepting Applications for Local Government Recovery Grants and Loans

The North Carolina Office of Recovery and Resiliency has opened a second application period for the following state-funded programs to help eligible local governments with disaster recovery:

  • State Grants for Financially Distressed Local Governments: Available to Jurisdictions Impacted by Hurricane Florence and/or Hurricane Dorian 
  • State Revolving Loans for Temporary Cash Assistance to Local Governments: Available to Jurisdictions Impacted by Hurricane Matthew, Hurricane Florence, Tropical Storm Michael and/or Hurricane Dorian  

North Carolina does not yet have access to federal CDBG-DR funds for Hurricane Florence long-term recovery programs. 

    State Grants for Financially Distressed Local Governments

    Eligibility

    Local governments must meet the following criteria to be eligible for the state recovery grant program: 

    • A county (under G.S. 153A-10) or an incorporated municipality (under G.S. 160A-1(2)) and
    • Designated under a major disaster declaration by the President of the United States under the Stafford Act (P.L. 93-288) as a result of Hurricane Florence (DR-4393) or Hurricane Dorian (DR-4465). 

    The program will provide grants of up to $1,000,000 for eligible local governments to provide short-term assistance with everyday operating expenses such as general payroll, certain non-disaster-related vendor payments and debt service. Grant funds can also be used to provide additional capacity for disaster recovery by funding up to two time-limited positions, contracting for disaster recovery services and purchasing a vehicle.

    State Revolving Loans for Temporary Cash Assistance to Local Government

    Eligibility

    Local governments must meet the following criteria to be eligible for the state recovery loan program: 

    • A county (under G.S. 153A-10) or an incorporated municipality (under G.S. 160A-1(2)) and
    • Designated under a major disaster declaration by the President of the United States under the Stafford Act (P.L. 93-288) as a result of Hurricane Matthew (DR-4285), Hurricane Florence (DR-4393), Tropical Storm Michael (DR-4412) and/or Hurricane Dorian (DR-4465).

    The program will provide 0% interest loans of up to $2,000,000 for eligible local governments to assist with covering disaster-related expenses, while waiting for reimbursement from various federal disaster response, recovery, and resiliency programs. Approved local governments would repay the loan principal amount upon receipt of federal reimbursements.
