The U.S. Department of Housing and Urban Development's CDBG-Mitigation regulations require the establishment of a Citizen Advisory Committee to serve as an ongoing public forum for comments and input regarding NCORR's CDBG-Mitigation projects and programs. NCORR and the State Disaster Recovery Task Force Housing Support Function Group are in the process of establishing the CDBG-Mitigation Citizen Advisory Committee. The schedule for the committee's meetings will be posted on this webpage when finalized.

CDBG-DR Mitigation Efforts

HUD made a total of $202 million in CDBG-Mitigation funds available to North Carolina for mitigation activities. HUD requires that CDBG-MIT funds be used to fund activities that reduce or eliminate the risk of future loss of life and property due to storms and floods. For this reason, NCORR has allocated the majority of its CDBG-Mitigation funds to the Strategic Buyout Program which provides the financial resources needed to allow property owners located in at-risk areas to move to safer areas. These at-risk areas are referred to as buyout zones. Currently there are buyout zones in the Hurricane Matthew-impacted counties of Columbus, Cumberland, Edgecombe, Robeson, and Wayne. Additional buyout zones will soon be added in Hurricane Florence-impacted counties. In addition to the Strategic Buyout Program, CDBG-Mitigation funds have been allocated to resilient community planning efforts.

The committee will review and provide input into CDBG-Mitigation buyout and planning efforts, solicit and respond to public comments, and review and comment on proposed CDBG-Mitigation Substantial Action Plan amendments.

Citizen Advisory Committee Meetings

All Citizen Advisory Committee meetings will be open, public meetings and will be held virtually since committee members are are located across the state. The committee is required to meet twice annually. Dates, times and access instructions for all meetings will be listed on this website when they are scheduled. NCORR will provide transcription and translation services for Citizen Advisory Committee meetings. After the meetings, approved minutes and translations will be posted on this website. Members of the public with an interest in CDBG-Mitigation activities are encouraged to participate in these meetings.
