Infrastructure Program Finding permanent solutions for future safety. ReBuild NC’s infrastructure projects are a strategic bridge between acute disaster recovery and long-term resiliency measures in federally declared disaster counties, especially those designated low-to-moderate income (LMI) by the U.S. Department of Housing and Urban Development (HUD). In addition to providing local benefits, infrastructure projects strengthen the economy across larger areas and regions. To cover the costs of infrastructure projects, the North Carolina Office of Recovery and Resiliency uses Community Development Block Grant – Disaster Recovery (CDBG-DR) funds, with most of the funding benefiting LMI communities. ReBuild NC focuses on the basic physical and organizational structures and facilities needed for communities to thrive, such as infrastructure for affordable housing and community centers. Infrastructure activities are intended to go beyond shorter-term fixes that have historically been covered by other federal and state funds, including the Federal Emergency Management Agency (FEMA) and the Small Business Administration.
