Assistance for Local Governments

At this time, NCORR has awarded all funds and is no longer accepting applications for these programs.

The North Carolina Office of Recovery and Resiliency (NCORR) created the following state programs to help eligible local governments with Hurricane Florence recovery:

  • State Grants for Financially Distressed Local Governments
  • State Revolving Loans for Temporary Cash Assistance to Local Governments

State Grants for Financially Distressed Local Governments

This program will provide grants of up to $1,000,000 for eligible local governments to provide short-term assistance with everyday operating expenses, such as general payroll, certain non-disaster-related vendor payments, and debt service. Grant funds can also be used to provide additional capacity for disaster recovery by funding up to two time-limited positions, contracting for disaster recovery services, and purchasing a vehicle.

State Revolving Loans for Temporary Cash Assistance to Local Government

This program will provide 0% interest loans of up to $2,000,000 for eligible local governments to assist with covering disaster-related expenses, while waiting for reimbursement from various federal disaster response, recovery, and resiliency programs. Approved local governments would repay the loan principal amount upon receipt of federal reimbursements.

If you are:

  • A county (under G.S. 153A-10) or an incorporated municipality (under G.S. 160A-1(2)) and
  • Designated under a major disaster declaration by the President of the United States under the Stafford Act (P.L. 93-288) as a result of Hurricane Florence (DR-4393)
