CDBG-DR Information & Assistance for Hurricane Matthew Damage

The application deadline for single-family assistance programs including, housing repair reimbursement, single-family homeowner rehabilitation/repair, single-family homeowner reconstruction, mobile home repair, and mobile home replacement, was May 31, 2019. ReBuild NC is unable to accept applications for these programs after the deadline.

Application information for the CDBG-DR homeowner buyout and rental assistance programs will be available soon.

Homeowner Programs

HOMEOWNER BUYOUT

Properties that were heavily damaged may be eligible for buyout. This program is intended to address properties that are not in FEMA buyout programs. Properties will be purchased from the owner at pre-disaster fair market value and will become open space held by local government.

 

HOUSING REPAIR REIMBURSEMENT

Grants of up to $70,000 may be available to reimburse homeowners for out-of-pocket costs spent repairing damaged homes prior to applying in person at an application center. Only out-of-pocket costs that exceed funds provided by FEMA, SBA, insurance or other organizations, and were spent between the disaster and the date the applicant applied for program assistance or September 14, 2018, whichever is earliest, are reimbursable. Reimbursements will be on a first-come-first-serve basis.

SINGLE-FAMILY HOMEOWNER RECONSTRUCTION

If your home was substantially damaged, this program can help reconstruct your home. For homes with damage equal to or greater than 80% of the home’s pre-disaster value, grants of up to $127 per square foot may be available to reconstruct the home. Note: all other options must be determined to have been exhausted including the inability to elevate the building. Homeowners with damage equal to 50-79.9% of the home’s pre-disaster value may choose to have their home repaired or reconstructed, unless the program determines that the applicant’s selection is not feasible and/or cost effective.

FLOOD INSURANCE ASSISTANCE

This program pays up to the first two years of premium payments of flood insurance for low-to-moderate income homeowners located within the 100-year floodplain.

TEMPORARY RENTAL ASSISTANCE

If you were displaced from your home as a direct result of Hurricane Matthew and are participating in a CDBG-DR program, ReBuild NC may provide you with a short-to-medium-term rental.

 

SINGLE-FAMILY HOMEOWNER REHABILITATION/REPAIR

If your home was damaged in Hurricane Matthew, this program can help you complete your repairs. For damages that equal or total less than 50% of the home’s pre-disaster value, grants of up to $70,000 may be available. Homeowners with damage equal to 50-79.9% of the home’s pre-disaster value may choose to have their home repaired or reconstructed, unless the program determines that the applicant’s selection is not feasible and/or cost effective.

MOBILE HOME REPAIR

If your mobile home was damaged, this program may be able to complete repairs. Grants of up to $5,000 may be available based on an inspection of your mobile home. The mobile home must need at least $1,000 in repairs.

MOBILE HOME REPLACEMENT

Grants up to $60,000 for a single-wide, and $90,000 for a doublewide may be available to replace mobile homes that had more than $5,000 in damages. For those mobile homes that had greater than $5,000 in damage, homeowners have the option of replacing their home with a new manufactured, modular, or stick-built home, providing safer and more sustainable housing opportunities.

Landlord/Developer Programs

SMALL RENTAL ASSISTANCE

The Small Rental Repair Program provides assistance to landlords whose rental units experienced major to severe damage and have not been repaired. The Small Rental Repair Program is reserved for small rental structures, including single-family rental units, duplexes, triplexes, and buildings with less than 8 units. The units must be affordable to renters earning less than 80% AMI for five years.

 

MULTI-FAMILY RENTAL ASSISTANCE

The Multi-Family Rental program may provide gap financing to repair majorly to severely damaged rental housing in the most impacted communities, and may create new multi-family affordable housing for low-moderate income renters in the most impacted communities. The program is estimated to help create 300 to 500 units. Up to $53,000 per unit for rehabilitation and up to $150,000 for reconstruction may be provided to benefit low-moderate income residents and National Objectives.
